I think we all would accept the basic premise we want to build our own engine.

Without the Russian engine right now, there could be a gap, as I mentioned, in national security working with our Air Force, everything else. Could it be?

So the President, I believe, is trying to assault the constitutional rights, and also he is trying to get around the law.

He wants to include rights that are protected in the law.
