I would agree this issue has received a lot of talk. Unfortunately, it has received no action.

I don't know why they would want to withdraw. They are not having to comply with it anyway.

What I would like to know is what I asked last year: What are the next steps? How are we going to convince the Russians that we do mean business--if we do mean business?
