The text of the amendment is as follows: At the end of subtitle B of title XXXI, add the following new section: SEC. 31__. LIMITATION ON AVAILABILITY OF FUNDS FOR THE DEPARTMENT OF ENERGY. (a) Limitation.--Of the funds authorized to be appropriated or otherwise made available for fiscal year 2017 for the Department of Energy for the Office of the Secretary of Energy, not more than 50 percent may be obligated or expended until the date on which the Secretary submits to the appropriate congressional committees the report under subsection (b). (b) Report.--Not later than 15 days after the date of the enactment of this Act, the Secretary shall submit to the appropriate congressional committees the full report, and any related materials, titled ``U.S. Nuclear Deterrence in the Coming Decades'', dated August 15, 2014. (c) Appropriate Congressional Committees Defined.--In this section, the term ``appropriate congressional committees'' means-- (1) the congressional defense committees; and (2) the Permanent Select Committee on Intelligence of the House of Representatives and the Select Committee on Intelligence of the Senate.
