I commend the chairman on his herculean effort to address the myriad of policy issues he has faced this year, but I am wary about the fast track we seem to be on to decrease our defense resourcing while simultaneously increasing our operational tempo. I am concerned that because of the dramatic cuts our total force has taken in the past few years, that we are hollowing our force. I am concerned that in spite of our downsizing efforts we are spreading our forces out more than any other time in our history. Because of this fact, we must squeeze every ounce of bang for our bucks, and I believe that the Reserve components, the Guard in particular, does this very well. Guard units are posted all around the world in addition to performing their duties in their home states. Guard members come from all parts of the population, including former active duty members of the active force. They bring with them, a wealth of experience and training. They are also inextricably woven into the fabric of their local communities, a point which we have come to realize is all important, that our military be connected to our citizenry. Our Army, our military, is the finest in the world, bar none. It is composed of the finest young men and women, provided the finest training and the most well resourced in the world.
