I wish to instead focus on some of the basic underlying assumptions in the Daschle amendment. You will recall that this bill as we reported it out of the Appropriations Committee provides in the current year and next year about $6.7 billion for the California disaster relief effort. The Daschle amendment cuts $1.3 billion out of that. Mr. President, I would have to say what a difference a week makes, because last week we heard from our colleagues on the other side of the aisle that what we needed was an across-the-board cut in all Federal agencies as an emergency step in order to pay for the terrible natural disasters which have afflicted the country this past year. In particular, we heard a very compelling argument from the Senator from California about the tragedies in her State and the need to provide the money so that the residents of California would get their lives and communities back together.
