may I call the attention of my friend and colleague to the top of page 4 which says that before the President takes any action in conducting a review, ``the President shall consider (A) the determination of the Secretary under subsection (c)(1)--this is on page 4--``(B) the public record.'' The public record is there. The President has to consider the public record that was developed by the agency in the process of issuing the regulation. The public record must have in it all the information, and the President can only act after consideration of that public record.
