this is a measure dealing with the availability of CDBG funding in the city of Charleston. It makes changes in the boundaries of the city. This has been cleared on both sides by the authorizing committee, and at a time when the city of Charleston once again is facing the potential disastrous impact of hurricanes, we think this is a very worthwhile change, and urge its adoption.
