I have the responsibility for the subcommittee that appropriates money for FEMA. I wonder--as has been made clear on the floor, the emergency money is now flowing. There is money --$2 billion in FEMA-- that is going for the immediate needs right now. So there is money which can be paid out right now prior to the issuance of the completion of plans and assessments being available. Is that clear? Has that been made clear?

Of course, it is exactly the same. It's a right that all Americans have and no reason why gay and lesbian people ought not to have these rights too. These are universal rights.
I know the tide is changing. I can see from poll results where the support for same-sex marriage used to be minimal. It grew. It grew and grew.
I don't think so. I think this -- in African-American communities, like every other community in the country, the tide is shifting, people are thinking differently.
