This measure before us would enable his State to spend more on bridges if that is the need but to require States to spend 5 percent more where in our State for various reasons we only spend a minimum of 15 percent, and other States may be in our same situation, I am very much concerned about a mandate because we have bad bridges, but we kill people on our highways. We kill people on our highways because we have two-lane highways that are carrying heavy truck traffic and passenger traffic that warrant four lanes. Rebuilding bridges is not going to solve that problem. So for our State, this would be a real problem.
