Over the past 2 years the committee has worked very hard to eliminate the number of narrowly focused categorical programs in HUD. Instead we have placed a priority on focusing our declining budgetary resources on block grants such as the CDBG program, and other activities designed to increase local flexibility and decisionmaking. I would note that the reported appropriations bill has the effect of increasing the amount available to cities and States under the CDBG program by $300 million. This will maintain the full $4.6 billion level for CDBG. I would add that there is no doubt in my mind that this neighborhood crime intervention program of Marquette qualifies for such CDBG funding. In addition, let me note that earlier this month HUD issued a notice of funding availability for the $50 million appropriated in the current fiscal year for the Economic Development Initiatives Program. This is a nationwide competitive program which is designed to combat urban decline and to foster economic revitalization in our cities.
