I understand that it is your intention that the plant genome initiative and the animal genome initiative will not be scientific free-for-alls, if you will, that fund any research project that happens to have genome in the proposal. Rather, this program will be designed to have specific objectives and milestones that must be met along the way so that the taxpayers realize a timely and significant return on their dollar invested in this research.
