I appreciate the fact the distinguished Senator from Illinois has said he did not want to see a spring rise in 2001. That basically was what my amendment did. When I looked at his amendment, I was very much concerned that it only deals with a final revision of the master manual. What we have requested--and as he has already pointed out, it has been proposed by the Fish and Wildlife Service in a letter that I believe has already been submitted for the Record.
