Governor James' statement is right on point, and ARC is responsive to local and State needs and should be retained, Mr. Chairman. I thank the gentleman from Alabama for his time in support of ARC. I am sure that my friend, the gentleman from Wisconsin, after hearing this colloquy, wants to withdraw this amendment and let us move on with this very deserving program. I thank the gentleman from Alabama.
