The gentleman from Tennessee [Mr. Gordon] has a good amendment. I am going to support it. One problem with it though is that it does not give an opportunity for those institutions that are doing a good job, that are decreasing the recidivism rate, and I think we should have that opportunity; at least, we should study to see which institutions deserve that opportunity. I think the amendment offered by the gentleman from Maryland [Mr. Wynn] makes a very good contribution to making the good amendment offered by the gentleman from Tennessee [Mr. Gordon] an even better amendment. I urge support of the Wynn amendment.
