I see the fact that no one was being prosecuted for this as a factor in a fivefold increase in four years in this count of illegal immigration. So, yes, hopefully people will get the message.
I don't think that statement needs modifying, but it's obviously in context that the President of the United States clearly has a constitutional power to execute pardons.
What he decides to do over at the Justice Department will be independent of political considerations over at the White House.
