I think that's where we are. It can help us in determining a number of issues, particularly in our Civil Rights Division.
I don't think that statement needs modifying, but it's obviously in context that the President of the United States clearly has a constitutional power to execute pardons.
I believe it's something that would be good, be efficient, and a smart realignment of resources.
