I don't think that statement needs modifying, but it's obviously in context that the President of the United States clearly has a constitutional power to execute pardons.
Hopefully, people will get the message and come through the border, at the port of entry, and not break across the border unlawfully.
I'm not going to unrecuse myself because I have a conflict, because I did--was involved in the campaign and knew some things, can't do it.
