We said there should be an exit/entry visa, which the 9/11 Commission has hammered us for not completing as law required, and it still has not been completed.

I see the fact that no one was being prosecuted for this as a factor in a fivefold increase in four years in this count of illegal immigration. So, yes, hopefully people will get the message.
