Well, we are dealing with the Constitution here, and we are dealing with words of estimation and the statutory construction that is given to it. I have some question as to what these words mean, what is included within it. We are dealing right now with--you say ``total estimated outlays for operating funds.'' I am not sure that the experience of what has been done in the past when adopting a new constitutional amendment, the constitutional amendment is not subject to the language that is contained therein, not necessarily the experience of the past.
