I respectfully disagree with the gentlewoman. The reason we have a deficit problem is because we are spending money we don't have, and this is a clear example of where we are spending money we don't have. Even under the most optimistic projections for this year, we are going to run a $400-plus billion deficit, and we have got to start cutting in areas that may be good things or nice things, things we would like to do. We have got to start prioritizing our spending, and this is one place we can start. Mr. Chairman, I would urge this House to adopt this amendment, to make a concrete step forward in reducing our deficit and not favoring certain companies in our economy over the others.
