Mr. President, I have a unanimous consent I wish to do, but before I do that, I want to say that I know the Senator from Wyoming is not here right now, but I want to echo the point that we are going to deal with the 1099s. It is a question of making sure we pay for it the right way. I do not think anyone in this body--we are motivated and I think a lot of us are working in a bipartisan way to resolve that issue. As someone who has been in the small business world since the age of 14, who has had a business license since that age, I have aggressively talked about the issue of small business, I have lived small business, and I clearly understand what the 1099 is all about. I talked about this issue back in July and made it clear that we need to deal with it and get rid of it. So we are going to be working on it. We will see this, hopefully, as part of the tax package, a tax extender package, and we will deal with it. I come to the floor because I also have a unanimous consent I would like to do in regard to small business. This is a bill that will help what they call HUBZones, HUB areas that are high unemployment to the tune of 140 percent of the average adjusted unemployment rate. These have been very helpful for many different communities across this country as well as in our State. This is the Rebuilding Local Business Act of 2010.
