Let me conclude with my comments to say I agree especially with the latter part regarding how to engage people on what these resources will be. I want to commend the chairman of the Subcommittee on Appropriations on the eloquent description of exactly how this happened. I like earmarks as well, but this is not an earmark. This is a process that has gone through step after step to ensure that everyone in my State--Republican Governor and a Republican and Democratic delegation--has an important role here. This takes nothing away from Superstorm Sandy. We recognize--all of us on this floor--how devastating that was, but this was also a disaster of a different making. As a matter of fact, at the request of Senator Kerry--and as the chair of the Subcommittee on Oceans and Fisheries--I listened to the fishermen there about the many species that are devastated and the quotas they are facing. This is not only critical to be done now, it is also that the amount of money is so small and the impact is significant when we think about the thousands of jobs that will be affected by this. In my State it is truly about food and survival for the Alaskan Native community in the winter months with temperatures that are not zero or 10 above but 40 below. I implore my colleagues on the other side to support this bipartisan effort and reject the amendment by Senator Coburn. Again, I thank all of my colleagues for coming down here.…
