The reality is, Mr. President, what presence do we have there now? We would have an increased presence, and we have seen an increase in our own satisfaction with regard to advancements that have been made because of increased cooperation. So one can make the conclusion that indeed increased presence would very likely lead to increased cooperation. I think the Senator from New Hampshire is entitled to his opinion, and the Senator from Alaska maintains, on the basis of his experience, that the best way to get this issue behind us is through access. That is why I am part of the group supporting the formulation of the Kerry, McCain amendment.
