It represents a substantial decline in the public willingness to go ahead and check off for contributions for Federal funding for Presidential elections. If there are any two public priorities today, I think one is the obligation we have to help those that suffered from the disaster in California, because that can happen in any of our States. The other priority is, if you will, the concern over the increasing deficit and the fact that we have to address these disasters by a supplemental. This would provide a contribution to a worthwhile fund which would ultimately contribute to reducing the deficit.
