Mr. President, I want to thank my colleague, Senator Simpson, for including my language in the Republican substitute aimed at promoting industrial competitiveness and economic growth through Federal regulatory reform. Both sides recognize the necessity of job creation. Federal agencies must consider the costs associated with Government regulation. The American family is currently paying over $1,000 per family every year for the cost of environmental regulations. The question before us is the merits of cost-benefit analysis. The environmental community, the Environmental Protection Agency, and some of my colleagues on the other side are fearful of cost-benefit analysis being a factor in promulgating regulations along with the consideration of international competitiveness and economic growth. Agencies should be required in law to publish a cost-benefit analysis in the Federal Register. The merits of every law that we pass should be evaluated in terms of costs and benefits. This evaluation should include a risk analysis. The public really needs to have this information. A logical place to put it is in the Federal Register. My amendment requires the Federal agency heads to publish in the Federal Register cost-benefit analysis for all proposed regulations.
