Today, however, I am not entirely happy to be introducing a bill which, in my view, should not be necessary. Unfortunately, the failure of one Federal agency, the Department of Veterans Affairs [VA], to perceive accurately the clear intent of the Congress when it enacted amendments to the Alaska Native Claims Settlement Act [ANCSA] in 1987 makes this bill, which is purely technical and which seeks only to put into practical affect congressional intent as expressed in ANCSA, necessary.
