within a few minutes, we will be voting for the fourth time on cloture on the bill. This time I expect it to pass. The Cotton amendment has been disposed of. Following that, if it is successful, Senator Feinstein and I have recommended to the majority leader and the Democratic leader that we move to a vote on the Cardin and Fischer amendments, at 60 votes, and a voice vote on the Flake amendment. Then, all that would be remaining would be a final cloture vote, which may or may not be necessary, and final passage. None of those votes have been agreed to yet, and we will let Senators know when they are. But in the opinion of the bill managers, we are ready to finish the bill, and we thank Senators for their cooperation to get us to this point. Mr. President, I suggest the absence of a quorum.
