before we go to the senior Senator from Arkansas, I wish to thank Senator Boozman for his comments and his attitude. I am not a bit surprised that, since he arrived here, he has been a very constructive force in the Senate, interested in results. He was a member of the University of Arkansas football team back in the early 1970s, and he knows what a team is. He knows that if the quarter back calls a play and everybody runs in a different direction, nobody scores. It is good to have him here. He is an excellent Member of the Senate.
