the question is whether difficult cases of bullying and harassment of whatever kind in 100,000 schools with 50 million children are best handled by the judgment of men and women close to the children, close to the circumstances, or by Senators in Washington and Federal employees in the U.S. Department of Education. I believe this legitimate concern should be addressed by those who are closest to the children because they cherish the children more and they will care for them. I urge a ``no'' vote.
