before I begin my remarks, I wish to acknowledge once again my gratitude for Senator Harkin and his leadership for these past 2 years that I have had the privilege of working with him as ranking member of the Health, Education, Labor, and Pensions Committee and to acknowledge once again that there has been no one in this body on either side of the aisle who has been a greater champion for Americans with disabilities.
