I thank the Senator from Montana for his comments, since Senator Enzi has probably been considering this bill his whole career. He came to the Senate nearly 18 years ago, and he introduced it 14 years ago. So even by Senate standards, it has had a good deal of calm deliberation. We have also had a hearing in the Finance Committee, where the distinguished chairman is in charge, and we have asked for a markup, which we haven't had.
