in his last appearance before the Rules Committee, Senator Byrd quoted James Madison's description of this body as a necessary fence against rulers and transient impressions and said the right to filibuster anchors this necessary fence and we must never, ever tear down the only wall, the necessary fence, that the Nation has against these excesses. This amendment does not tear down that fence, but it seriously weakens it. I recommend a ``no'' vote.
