I will continue my remarks and the Senator may gain the floor later. We are working on making certain that if the New START treaty is approved, we are not left with a collection of wet matches. We want to make sure the nuclear warheads we have work. I am one Republican who is open to voting for the New START treaty. I see the advantages of the data and of the inspections that come from it. I know the tradition of disarmament and nuclear arms control. I am deeply concerned about the condition of the facilities that do our nuclear modernization. I am impressed with the progress the President is making in that area. Let's continue to make that progress. If the majority leader wants to move to that, he can. But instead this afternoon we get a long list of new proposals that have come in here that we haven't read, that haven't been through committee. It reminds me of Christmas Eve a year ago. Let's just bring a bunch of bills in here. Nobody has read them. It doesn't matter. The American people said in November they didn't like that.
