I congratulate the Senator from Virginia, who has worked in many different ways to try to get a result here. People say: I see your goal is to try to be more bipartisan. My goal is not to be more bipartisan, my goal is to get a result. I learned in the public schools of Maryville, TN, how to count, and if you need 60 votes to succeed and we have only 47 over here and only 53 over there, we have to find some things we agree on if we are ever going to get a result. We can start with these appropriations bills, which are our basic work. Not only is the senior Senator from Arkansas here today, having been a part of these discussions to try to help the Senate be a more effective institution, so is the other Senator from Arkansas. I look forward to hearing his remarks. I thank him for his leadership.
