I stand to congratulate the Senator from Louisiana and join with her as a cosponsor of her amendment. She and I are members of the Energy and Natural Resources Committee. We are very proud of what our chairman and ranking member have done this year in taking a diverse array of opinions and coming up with a very good bill with a very good amount of bipartisan consensus. There is consensus about supporting a diverse array of energy sources. The Energy bill, which the Senators from New Mexico have led us to fashion, encourages hydrogen fuel cell cars in the economy. It encourages renewable energy. It encourages clean coal. It encourages oil and gas. And it encourages nuclear power. What I think it is important we also do is make sure we encourage conservation, and to do that in a way that puts conservation high on the list of priorities. It is a low-cost way to have more energy. It is a no-pollution way to have more energy. In my way of thinking, the Senator from Louisiana has come up with a sensible approach.
