although I share some of the concerns of the senior Senator from Massachusetts, I voted against tabling the McConnell amendment because I believe we need a voter identification card to reduce voter fraud. I support an appropriate identification card for Americans but did not support the REAL ID Act because I was concerned it would impose an unfunded mandate on the States and that the deadline for compliance was unattainable for most States. I still hold those concerns, but it is clear now that the REAL ID is to become the Federal standard. I hope the Senator from Kentucky and others will work to address these concerns in conference--and during the appropriations process--so that a realistic deadline can be set and sufficient funding provided to the States so that they may comply with this federal mandate.
