I respectfully suggest there is a blueprint in this legislation, much of it provided by the Senator from North Dakota himself. The President's blueprint includes research on hydrogen-powered engines. That is what the $1.3 billion in research is for--research on the production of hydrogen fuel cells, et cetera, research on the transportation and delivery of hydrogen via pipelines and fueling stations, research on how to store hydrogen better and safer, on additional research on the fuel cell engine. Because of the Senator from North Dakota and others, there is a blueprint for various demonstration programs, which I mentioned earlier--the vehicle demonstration program for Government and nonprofit agencies, the stationary fuel cell demonstration program, hydrogen car and fuel cell demonstration programs in national parks, the Centers of Excellence at the university. Those are very specific proposals. So I respectfully suggest we have a good bill.
