I congratulate the Senator from Kentucky. He is on the mark. Our priorities are two: One, to make it easier and cheaper to create private sector jobs; two, to reduce the Federal debt. The Paul amendment makes it easier and cheaper to create private sector jobs. Why? Because it permits more contractors to hire more people to do more work at the lowest possible cost to the taxpayer. Also, according to the General Accounting Office, it will help lower the Federal debt. In fact, the GAO has recommended changes to the Davis-Bacon Act as a means for trimming the Federal deficit. Leaving the law the way it is, applying the Davis-Bacon law to construction projects all over the country, will mean fewer jobs, less construction, higher taxes, and a higher Federal debt. Passing the Rand Paul amendment will mean that we will make it easier and cheaper to create private sector jobs. Day after day in this Senate, we should be acting on legislation that remembers that in Tennessee, for example, we have had 24 straight months of unemployment above 9 percent.
