As we look beyond the horizons of our own troubles and consider the events in other lands, we know that the main causes of the extreme violence and the long continuance of this depression came not from within but from outside the United States.

I deeply deplore the killing of any person.

The effect of the adoption of this amendment may be considered--First. Upon the right of the United States Government to use military force to keep the peace at the elections for Members of Congress; and Second. Upon the right of the Government, by civil authority, to protect these elections from violence and fraud.

And I hereby enjoin upon the people so declared to be free to abstain from all violence, unless in necessary self-defense;
