It is my determination to maintain the highest standards of integrity and efficiency in the Federal service.

I still think that the average Government employee is an honorable man, or an honorable woman.

In our country the Government exists to serve the people.

Just as the Exchange then was able to render an important service to the public and to the Nation, so today it has the opportunity of performing valued services in the present struggle for human freedom.

You have always been a public spirited citizen, working for the best interests of your state and of the nation and I know that whether in diplomatic work or at home, you will continue to render valuable service.

His services to country were so varied and valuable as to earn the gratitude of the Nation and his character won him the high regard of a host of friends.

There is little need for me to express the gratitude which I know the whole country holds for this great service now added to a life of long devotion to public welfare.

I have decided, therefore, to call upon one of our wisest and most experienced public servants to accept a position which will enable him after many years of distinguished public service at home to render equal service to his country in the foreign field.

This order, which is recommended by the commission and concurred in by the department, is designed to diminish the number of excepted positions and improve the service, and shall be effective February 1, 1932.

No appreciation I could express would even feebly represent the gratitude of the American people for your whole life of wonderful public service.

You have performed a real public service and I wish to express my personal appreciation.

I would have enjoyed welcoming you in person but the demands of public service make it impossible for me to do so.

Mr. Fletcher and the members of the Commission have performed a valuable public service in putting the Commission on an efficient operating basis.

Exchange of experience and discussion of your common problems should contribute to broad and sound policies which will be reflected in the service of these industries to the consuming public.

The days we are now passing through are times of stress and times that require the unremitting service of the men whom you have elected to high office.
