It is hereby ordered as follows: The President's Committee on War Relief Agencies, appointed by me on March 13, 1941, is hereby continued and established as the President's War Relief Control Board.

The Director shall discharge and perform his functions and duties under the direction and supervision of the President.

Consistent with the war information policies of the President and with the foreign policy of the United States.

The Governor of Alaska, as Chairman of the Council, shall keep the President informed with regard to major steps proposed or adopted for the protection of the civilian population of Alaska.

By virtue of the authority vested in me by the Constitution and as President of the United States, and acting jointly and in full accord with the Prime Minister of Great Britain, I hereby authorize, on the part of the Government of the United States, the creation of a joint Great Britain-United States board to be known as the Combined Food Board.

There is established within the Office for Emergency Management of the Executive Office of the President a War Manpower Commission.

There is established within the Office for Emergency Management of the Executive Office of the President the Office of Civilian Defense.

The Secretary of the Navy is hereby authorized and directed to issue a citation in the name of the President of the United States, as public evidence of deserved honor and distinction.

That we look approvingly upon the President's plan for better land utilization.

The President's desire is for action at this session of Congress

I have considered that the vital function of the President and of the Federal Government was to exert every effort and every power of the Government to the restoration of stability and employment in our country which has been so greatly disturbed, largely from abroad.

I wish it to be known and recorded by the new board that the President has no interest in this matter other than to see that the best men should receive promotions.

It is encouraging to be a President, to receive such a greeting and such a welcome as this.

The initiative of making the nomination is clearly with the President.

As President of the United States and as President of the American Red Cross, I, therefore, appeal to our people to contribute promptly and most generously in order that the suffering of thousands of our fellow-countrymen may be prevented.

THE PRESIDENT. There seems to be a lot of news elsewhere--a great plenty--no famine of that character at all in the city, so I have got nothing that I can add on this occasion.

Such notes and discussions are necessarily passing and tentative, and they represent that confidential relation of the President with Government officers which should be preserved.

Now, Therefore, I, Herbert Hoover, President of the United States of America, do hereby approve and proclaim the foregoing amendatory regulations.
