A revered President, long since dead, once told me that there was no solution to this relation of the White House to the press; that there never would be a President who could satisfy the press until he was 20 years dead.

It is most kind of you to give to Mrs. Hoover and me this courteous and beautiful welcome.

I am glad to lend the encouragement of the Presidency to the movement symbolized by National Hospital Day.

Fishing is the only labor or recreation open to a President in which both the press and the public are prepared to concede privacy.

Now, I don't regard, as you men know, that it is at all necessary for the President to give out a verbatim statement of everything that may be discussed here, but rather to leave it to the different reporters, because they are reporters, and a great many times can do those things on the whole better than the President could do them and leave it to them to make their interpretation.

I don't recall a time when there was greater harmony between the Executive Branch of the Government and the Legislative Branch than there has been since I have been President.

I also want to thank you for the consideration with which you have always treated the Presidential office during the time that I have been President.

I feel always like claiming what Judge Black explained with his constitutional law, that when I was elected President of the United States I was elected from Georgia.

For these and other good reasons, I, James Buchanan, President of the United States, have thought it fit to issue this my proclamation.
