If ever we needed a reminder that our Government is not our enemy, this is it.

1995 has been a year when we've been true to the best of America.

It hasn't always been an easy year for America.

I'm prepared to work until we get an agreement.

I am determined to work with Congress to achieve real, bipartisan welfare reform.

But if Congress sends me this conference report, I will veto it and insist that they try again.

This law says the days of secret lobbying are over.

It will pull back the curtains from the world of Washington lobbying.

I cannot accept this bill.

I want to sign a good bill and I am prepared to do exactly that if the Congress will make the following changes to this legislation.

The cycle must be broken.

We owe that to the American people.

I am eager to work with the Congress to reach agreement on a balanced budget plan.

This is short-sighted and unwise.

I'm proud of our antidrug strategy.

It is wrong for the Congress to shut the Government down just to make a political point the week before Christmas.

It does not reflect my priorities or the values of the American people.

We're going to keep working, trying to reach as much agreement among ourselves as possible.
