Political strategy

We intend to explore every possibility and every proposal that has been advanced for a solution to the Vietnam conflict and the rehabilitation of that great little country.

The Republicans remember that the only way they have ever elected people is by scaring people.

I would like you to review the possibilities in this area and report to me with recommendations for Federal and State action by June 1.

We couldn't anticipate what would happen in Vietnam.

And I can assure you that if we are successful we are going to move again in this country.

This is designed to make sure, if I am successful, that the months of January, February, and March would be used most effectively.

This whole business of disarmament has to proceed along in steps, and sometimes very tiny steps, until you can see what the next one must be; and I don't know exactly what the next one must be.

I have always avoided a fixed date for saying exactly what I would do.

I would use every bit of influence that I can properly and appropriately bring to bear to have it passed.

The Congress should bear in mind that the tripartite approach has proven its worth in two previous periods of national emergency--and it is proving its worth again.
