Policy

I hereby proclaim that the provisions of my proclamation of September 5, 1939, are suspended, effective immediately.

It shall be the policy of the Chairman of the National Advisory Committee for Aeronautics to hold overtime work to a minimum consistent with the requirements of the national-defense program.

I hereby extend to all contracts of the Federal Communications Commission those provisions of the said Executive Order No. 9001.

I do hereby establish and proclaim the following-described areas as Maritime Control Areas.

This waste could be curtailed to the advantage of the individual motorist, and likewise to the advantage of the country, if the speed of all motor vehicles were limited to a maximum of forty miles per hour.

It is toward simplification.

All other activities must be considered secondary.

This fight against inflation is not fought with bullets or with bombs, but it is equally vital.

I know that I speak for the mass of the American people when I say that we reject the turtle policy.

I am most desirous of receiving from yourself and your able associates suggestions of any specific action that might be taken by Government or private agencies which would improve the situation.

No department shall erect a new station in the proximity of an existing government station, unless the same is incapable of rendering to such department the service that it requires.

It would seem desirable that the Governors of the different Federal Reserve banks should proceed in a similar manner, and as soon as the chairman of such committees are known, I shall be glad to invite them to Washington in order that the…
