This report demonstrates the remarkable progress made in strengthening our foreign assistance programs and policies since 1961.

We have no time for callousness on contempt, either in the policies of our Nation or in the hearts of our leaders.

Our tax cut, which you helped us pass through the Congress, was a part of this policy.

Sometimes we have to make adjustments from time to time.

Proclamation No. 2263 of December 7, 1937, is hereby superseded.

Any such proclamation shall be subject, to the provisions of Executive Order No. 11030 of June 19, 1962.

There shall be at the head of the said Office the Special Representative for Trade Negotiations provided for in Section 241 of the Act.

The mere enactment of a new law, the mere initiation of a new program does not of itself bring about all desired results.

We will continue to do it.

I urge that action be taken to establish such a policy.

There must be equality of opportunity for all modes and for all passengers and shippers, without any special preferences.

We have done something about this through the ARA, through other programs, through public works programs, but not enough.

Nothing in this order shall derogate from the provisions of Executive Order No. 10705, Executive Order No. 10995 or Executive Order No. 11051

Nothing in this order shall be construed as conferring authority under Title III of the Federal Civil Defense Act of 1950, as amended, or otherwise, to put into effect any emergency plan, procedure, policy, program, or course of action prepared or developed pursuant to this order.

Modifications and temporary organizational changes, based on emergency conditions, will be in accordance with policy determinations by the President.

Tax revision, may I say in conclusion, is not the only ingredient in a policy for growth.

It is my hope that the District will proceed in initiating plans and action on its own accord for the broad spectrum attack necessary to make progress against mental retardation.

Actions deferred are all too often opportunities lost, particularly in safeguarding our natural resources.
