Today I am signing S. 1274, the 'Small Business Guaranteed Credit Enhancement Act of 1993.'

Today I have signed into law H.R. 2667, the 'Emergency Supplemental Appropriations for Relief From the Major, Widespread Flooding in the Midwest Act of 1993.'

We must actually enact a crime bill.

This legislation will reform procedures by limiting death-row inmates to a single habeas corpus appeal within a 6-month time limit but also guaranteeing them a higher standard of legal representation than many have had in the past.

Today we come here for more than a bill signing.

Tonight, because of the bold action taken by courageous men and women in the House and the Senate, that dream will not be deferred but rather be fulfilled.

It will get straightened out if it passes, because once the bill passes, reality takes over and the rhetoric shrinks.

Today the Senate passed our national service program, one of my top legislative priorities.

I am extremely pleased by action taken today by the Senate in passing the National and Community Service Trust Act.

I think the bill will pass the Congress in the next couple of days and come right to me for my signature.

I'm very hopeful that we can push this through and work this through.

We just have to see quick action from the Senate.

The Secretary of State shall be responsible for implementing sections 1704, 1707, and 1708 of the Act.

This bill does not nearly provide what I believe is necessary to help our economy.

Enactment of this legislation will encourage service by all citizens and reaffirm an American community that transcends race, region, or religion.

I supported the crime bill last year which expanded the death penalty in many different areas.

It is critical that we pass this.
