I want to commend the Congress for passing the Congressional Accountability Act of 1995 today.

I hope the new Congress will pass the middle class bill of rights.

I hope it will this time, and I pledge to sign it quickly.

We finished implementing the crime bill.

The crime bill I signed in September makes it clear that we won't tolerate this kind of behavior.

We will be able to make our streets safer because we passed the Brady bill and the crime bill.

My Administration continues to believe that the harmonized proliferation sanctions legislation represents the best means of maximizing the effectiveness of sanctions.

We could have passed the bill this year if the Republicans had been willing to work with us in a bipartisan manner.

Today I am pleased to sign into law H.R. 4277, the 'Social Security Independence and Program Improvements Act of 1994.'

The crime bill we're fighting for is a crime bill America's police officers and law enforcement officials want.

That's plainly what happened in the last 4 months, 5 months in the House and in the Senate where there was just this 'kill it, kill it, kill it, kill it, kill it' drumbeat coming out of the ones who were negative.

As Leon said earlier today, there's something wrong when the Congress takes 6 years to pass a crime bill and the average violent criminal is out of prison in 4 years.

The crime bill will put 100,000 police on the street.

Before the House of Representatives can vote on a bill, it must agree on the rules for debate about the bill.

No parliamentary trick should reverse that result and put the rest of that important crime bill in peril.

H.R. 4891 supports the Administration's objectives in the human rights area.

We urge the Senate to consider shifting funding from lower priority programs within this bill.
