In obtaining the services of Ambassador Eisenhower for this assignment, the public can be certain of wise and vigorous leadership.

The United States is a better country because this good man lived his long life among us these past 77 years.

But I will say that in doing so, Edgar Hoover, because of his indomitable courage against sometimes very vicious attack, has made certain that the flag of the FBI will always fly high.

In times of controversy, Mr. Hoover was never a man to run from a fight.

Because they are vitally involved in the operations of our government, the example they set for others means much.

I welcome Dr. Flemming as an old friend in swearing him in today.

Having asked for this authority--and this responsibility--I now pledge to exercise it to the fullest.

I can only characterize the meetings by saying that, as was the previous case when I have met with the President, our discussions were not only candid and frank but, above all, they were constructive.
