This Act makes two significant changes in current law.

I will, therefore, interpret section 106(b) accordingly.

Our goal and our promise has been equal opportunity and equal protection under the law.

We cannot shrink from our national commitment to equal protection under the law and equal opportunity for all.

As a matter of law, the use of local funds in the District of Columbia must be approved by the Congress and the President; the Federal Government is thus responsible for decisions as to the use of such local funds.

Today I am pleased to sign the Rural Development Policy Act of 1980, which places into law many of the reforms that were developed by this rural policy.

This law reinforces the policy of my administration to reduce regulation of the airline industry.

I am pleased to sign into law S. 1300, the International Air Transportation Competition Act.

We have a common respect and reverence for law.

I believe it prudent not to recommend changes in the law.

I am today signing into law H.R. 12222, the International Development and Food Assistance Act of 1978.

I am pleased to sign into law S. 1678, amendments to the Federal Insecticide, Fungicide, and Rodenticide Act.

I AM pleased to sign into law H.R. 2735, the Veterans Omnibus Health Care Act of 1976.

I am very pleased to sign into law S. 3091, the National Forest Management Act of 1976.

The Foreign Sovereign Immunities Act of 1976, which I sign today, is such a step.

He told me that under the law, up until 1969, Presidential or Vice Presidential papers given to the Government were a deduction, and should be taken, and could be taken as a deduction from the tax.

So I have given him the opportunity, with the Senate's consent--which I think will be overwhelming-to head the largest law firm in America, the Department of Justice.
